This chapter tells a satirical story about Congress. A well-publicized case involving the credit rating of Winfield Joad prompted the chairman of the House of Representatives National Information Committee, the Honorable Solon Klutz, to introduce the National ID Database Law, Klutz-Brightgrin H.R. 1984. The hearings on the bill along with public and media reactions are described.
