Albert Bushnell Hart influenced Mary P. Follett's decision to study the Speakership of the House of Representatives. In the late 1880s, when Mary Follett was studying at the Harvard Annex for Women in Massachusetts, the chaotic functioning of the House was one of the most pressing problems of American government. Hart tried to make his students realize the increasing impotence of the House. In his 1879 article, “Cabinet Government in the United States,” Woodrow Wilson proposed a cabinet government in America. His idea was challenged by both Hart and Mary Follett, and the latter would publish her first book entitled The Speaker of the House of Representatives in 1896. Follett offered a persuasive, “scientific” explanation of how the House Speaker's power had evolved and concluded that “the power of the Speaker seems not only inevitable but, under our present congressional system, desirable,”
