This chapter examines the development of the Gulag town during its period of most rapid expansion, from 1943 to 1947. At this time, the camp was a place of mass death, with the highest mortality rates in its history, but also a place of privilege, as the camp director doled out patronage to prisoners whose skills were particularly valuable. In the midst of a desperate war effort, the city of Vorkuta was founded, its first public spaces were created, and architectural showpieces were built. Thus, as the Gulag town expanded, many of the foundations for the future company town were put into place.
