This chapter probes the state educational system for clues to explain why many teachers in California missed the opportunities that reform has presented. First, it examines the nature and organization of the professional-development system. Next, it describes the development of a coherent instrument of instructional guidance in the California school system. It then turns to teachers' autonomy and opportunities to learn. Finally, the chapter analyzes teachers' reports of their ideas and practices in response to policy.
