Unleashing the Power of School Choice Through Accountability
This chapter discusses the need for strict performance accountability to allow choice to succeed in improving education. By analysing Wisconsin's educational funding mechanism, it attempts to understand the relationship between gaining or losing students because of choice, and the financial impact such change has on school funding. Findings show that the financial formula supporting choice in Wisconsin was designed to insulate schools from the possible negative effects of competition.
