This chapter discusses the Soviet regime as consolidated by revolutionary civil war, describing it as a regime theoretically devoted to the expansion of the revolutionary process throughout the world. Lenin postulated that a great deal of the world held or would soon hold the potential for socialist revolution since it had been brought into the capitalist sphere by 1917. This inaugurated the era of “international civil war,” a term used by Arno Mayer. Consolidation of the Communist regime in Russia and the founding of the Communist International, accompanied by revolutionary agitation and outbreaks in other countries, provoked grave concern abroad, a preoccupation that strongly influenced European politics throughout the interwar period and during much of the rest of the twentieth century.
