This chapter discusses the numerous solutions that communities, policymakers, and advocates could take to improve local safety nets and mitigate mismatches in access to assistance. It suggests that it is necessary to increase public expenditures for antipoverty programs and improve public transportation, in order to reduce mismatches. It adds that greater program funding and better public transportation will allow communities to serve the poor better, but these measures must be paired with efforts to change the structural determinants of service mismatches and the instability within the local safety nets.
