This chapter examines the assessment of factors of leaders, bureaucracy, and contexts that influence leaders as they carry out the tasks of the problem-solving approach, cooperation, and demonstration. All these factors converge on the region's leaders, including those in the GYCC, who favor conservative, bureaucratic decision making; operate in less than a fully contextual and integrative way; and give little attention to calls for innovation and systematic, active learning. Greater Yellowstone can be considered a shareable resource, an inclusive common interest that must be managed with greater levels of cooperation, integration, and sustainability than ever before. A new direction in greater Yellowstone can emerge from the many accomplishments to date, the hard work of leaders, and the engagement and support of many people in the public who will put us on a genuine path toward sustainability.
