In late 1878, Sir Bartle Frere requested the reinforcements his military advisers considered necessary for the impending war, but the government later denied his request. In his letter to Shepstone, Frere stated that he had to “draw the Monster's teeth and claws” and he could not achieve that while the Zulu military system remained intact.
