Israel's afforestation work essentially is an exercise in ecological rehabilitation. To analyse the effectiveness of the afforestation program and plan for the future, this chapter states, operational objectives need to be defined. The chapter asks: just what sort of ecology and landscape do we seek to restore? This preliminary question cannot be answered, without responding to another, ostensibly simple but actually complicated query: what did the land of Israel look like in days of old and what sort of botanical profile did it have? The answer is very complicated because the land of Israel has undergone many transformations.
