This final chapter brings together the main themes running throughout the book, and discusses key imperatives for achieving groundwater sustainability and responsible groundwater governance. In closing, five key areas are emphasized: (1) Groundwater laws and policies need to be updated to reflect the dynamic interconnection of surface water and groundwater; (2) proposed solutions must be tailored to local conditions and involve local stakeholders, but usually external pressure is also required to incentivize progress; (3) independent monitoring of groundwater conditions and trends is needed to guide effective groundwater governance; (4) the lag times for groundwater impacts and responses need to be understood and accommodated; and (5) climate change is simultaneously making groundwater more essential and amplifying threats to the resource.
