In 1853, after one of a number of long exiles, Santa Anna returned to take up the reins of the government for the last time in a regime that was to last about two years. Alamán wrote him a letter inviting his return and stating briefly the basic principles upon which Mexican conservatives thought his government should be based; this is sometimes called Alamán’s political testament. He was the major architect of Santa Anna’s dictatorship and was invited into the ministry as foreign secretary, the interior and exterior portfolio having been divided in two. Clearly in rapidly declining health, he was only to live for two weeks into the Santa Anna regime, dying on 2 June 1853 at the age of 61. The chapter deals with his construction of the government, his brief work as foreign minister, and his death.
